Indigenous Engagement Strategy

2026 - 2029

Genuine relationships. Local capability. Shared prosperity.

Our Commitment to Indigenous Engagement

HTS Constructions builds in remote and regional Australia, on Country Aboriginal and Torres Strait Islander peoples have cared for over tens of thousands of years. Too often construction arrives, delivers and leaves with nothing behind. We use every project to put local people into skilled work, direct real subcontract value to Indigenous businesses, and leave behind opportunities that outlast our scope.

In the last 12 months alone, we have engaged Kariyarra and Karlka Nyiyaparli Aboriginal Corporation in the Pilbara, and Yued Aboriginal Corporation around Dandaragan, for the Parron wind farm, plus Indigenous businesses Kurtarra, Benang, Merriwa and Guma Wagagu Australia, and consultancy Gunggandji Aerospace. On Newmont Tanami TE2, 5% of our workforce was Aboriginal or Torres Strait Islander, sustained across the full build.

This Indigenous Engagement Strategy applies to every HTS project in Queensland, the Northern Territory and Western Australia. Cultural awareness training sits alongside our safety induction, because working safely out here starts with respecting the Country we build on.

The HTS Pillars of Indigenous Engagement

Genuine engagement shows up in who we employ, who we service, how we work on Country and, most importantly, the legacy that remains. These five pillars set out the tangible strategies and focus areas that must apply on every remote project we deliver.

Employment & Career Pathways

Aboriginal and Torres Strait Islander people are supported with tangible and sustainable employment and long-term career pathways.

  • Indigenous employment targets set on every remote project
  • Partnerships with Indigenous-focused labour hire and recruitment specialists
  • On-site mentoring and pathways into supervisory and leadership roles

Procurement & Local Business Development

Indigenous businesses earn real scope and genuine engagement on our projects.

  • Indigenous business identification at tender stage
  • Project-specific subcontracting targets
  • Monthly spend reporting against those targets

Relationships, Culture & Country

HTS invests in long-term, meaningful relationships and Traditional Owners have a say in how we work on their Country, before we mobilise, not after.

  • Native title and Traditional Owner identification at project setup
  • Mandatory cultural awareness training, delivered alongside safety induction
  • No cultural heritage impact without informed consultation

Education, Training & Capability Building

People leave our projects with qualifications and career options that hold value long after a project completes.

  • Equal access to HTS training and competency systems
  • Tickets, licences and trade qualifications supported as standard
  • School engagement and pre-employment programs where possible

Community Partnerships & Investment

Communities tell us what support and protections are needed so we can help facilitate what’s actually required.

  • Consultation with local community organisations and Traditional Owner corporations
  • Support prioritised where it builds lasting local capability

Governance & Accountability

Every remote HTS project sets Indigenous employment and subcontracting targets that meet or exceed the company minimum and may not fall below it. Performance is reported monthly at project level, consolidated quarterly across the business, and reported annually to the Board, which approves any change to the targets themselves. Where we fall short, we report it.

A Proven Track Record of Indigenous Engagement

Newmont Tanami Expansion 2 (TE2) DBS Village

HTS delivered eight work packages for Newmont at Tanami Operations, 600km north west of Alice Springs, spanning accommodation, electrical and instrumentation, structural and process infrastructure. Across that project, we maintained a 5% Aboriginal and Torres Strait Islander workforce, sourced and supported through partnerships with CoreStaff and Goal IS. Mandatory cultural awareness training was delivered to all site personnel, aligned to Newmont's cultural standards, and Indigenous employment and subcontractor participation were reported monthly as part of standard project reporting.
